Most ridiculous staff I have encountered in my decade of service to VU. The epitome of bureaucratic inefficiency, that is, until they BELIEVE that you owe them money. I was clearly a customer of the CVS attached to a parking structure, with clear signage within the structure "parking for retail customers only" and was still ticketed. Be warned, they make up their own definitions of simple words such as "retail" and "customer" to fit their ticketing strategy.
