Nicely situated bar/Cafe just off Council Square. Sunny outdoor seating but also has blankets and heaters for cooler weather. Cocktails, wines, beers. Only food is chips and salsa so far as we could tell. Waitresses initially cool with us but warmed up after a few visits. Politeness wins the day. They serve bottled Romanian Craft beer, Silva. Very nice and a bargain at 8 Lei, around $2.
