I'm giving 2 stars because the staff was very corteous and remorseful of Budget policies ... My credit card can cover all the insurance required to drive in Mexico City, but was rejected because I needed to submitt a letter from my bank prior to renting. How was I supposed to know or get anything from my bank at 2:00 am when my flight arrived? Besides, I booked online with my CC discount many days prior to my arrival ! Just ridiculous. My on-line rate at time of booking was $80 and ended up paying about $200 ... Huge scam, don't rent from Budget.

They won't accept your card insurance LCW/LDW unless you have a letter from your bank accepting liability. Useless try to explain them or make them understand. The office is dirty and uncomfortable.

Bad experience, shuttle pick took over 30mins, car looked clean but once I was finishing the paperwork, I was told I had to pay an extra 124dollars for 4days for Liability insurance with budget! My reservation total for the car was only $34 dollars! I declined but was told that it was mandatory within Mexico City. I took a taxi to my hotel and public transportation within the city! Will never book with budget again! Left me without a car on a rainy day in Mexico City!

Regards to the car, yes good car, neat and clean, New car.
1. It took approx 30 minutes for the shuttle to pick me up from the airport
2. It seems there is some kind of a permit needed to drive a car from mexico city to puebla (in my case) which was present in the car. But none of them told me while picking up the car even after they knew I'm gonna drive to puebla. I had to pay a fine of 1000 mexican pesos to the cops since I wasn't aware where the permit was. Ridiculous!!
3. If you don't take insurance with them the deposit is 100,000 pesos. Make sure you have so much money at least equivalent in USD, if you are travelling from usa.
Totally a bad experience for me. Two stars only for the good car and the for having someone who speaks English at the counter

Came as a non-Spanish speaker on a visit from New York. Service at the airport, the shuttle, and at car pickup could not have been better. There was a thorough check of the car before I left the lot - something the rental desks at NY airports won't bother to do. Car was great - drop off was easy.
