As of now (2/2017) looks like they are doing a LOT of construction in the area for the 2020 Olympic Village nearby. So the park seems to be pretty dead/quiet. Also, the park definitely needs some cleanup and paint jobs - I'm assuming it'll get that before the completion of the Olympic Village. Otherwise, I can see it has a ton of potential!

Spread leisure sheet, while overlooking the sea, is the best to drink beer!
Next to the BBQ is crowded, but the sea of grass are free (^ ω ^)

This is a good park to go jogging. I think the view at the bay area here is beautiful at night, so if you want to take someone where it can be a little romantic, this place would be nice (I recall you can see Tokyo Tower from here also)
